LEAP Market Governance, Disclosure and the LEAP 2.0 Proposals

Bursa Malaysia's LEAP Market has been open only to sophisticated investors since it launched in 2017. On 18 May 2026 the Securities Commission and Bursa Malaysia proposed a significant overhaul, known as LEAP Market 2.0, and Bursa's Consultation Paper No. 2 of 2026 sought feedback on amendments to the LEAP and ACE Market Listing Requirements and Bursa's rules, with the consultation closing on 15 June 2026. The proposals include letting retail investors participate subject to a total limit of RM250,000 at any time, with caps of RM100,000 per issuer in the primary market and RM100,000 per broker in the secondary market, allowing some issuers that have raised at least RM5 million through equity crowdfunding and venture capital or private equity to list without an approved adviser, and a simplified disclosure document. These are proposals until Bursa issues final amendments.
