A focused programme on integrity in procurement - one of the highest corruption-risk areas in any organisation. Cover procurement ethics, managing conflicts of interest, vendor and tender integrity, declaration of interest, and the controls that prevent procurement fraud. Especially relevant for government and GLC supply chains.
Procurement concentrates more corruption risk than any other business process, and the course is built around the specific points where it arises rather than around general ethics. Participants work through the vulnerable points in a procurement cycle in turn: specification writing that favours a bidder, evaluation panels without separation of duties, single sourcing and emergency purchase justifications, variation orders after award, and the acceptance of hospitality from suppliers under evaluation. Conflict of interest declaration is covered as an operating process rather than an annual form, including what to do when a declared interest is real and the person is still the best qualified. The session connects directly to section 17A liability and to any ISO 37001 or OACP work already underway.
