Integrity, Conflict of Interest and Anti-Bribery Awareness Training
A one-day awareness programme for all staff, built around the three things that actually put organisations and individuals in front of an investigator: an interest that was never declared, a gift that was never refused, and a concern that was never raised. Section 17A of the MACC Act 2009 made the organisation itself liable for corruption committed by anyone acting on its behalf, and the only defence available is adequate procedures. Training that staff actually remember is part of that defence.
The programme is deliberately practical rather than legalistic. Corruption exposure in Malaysian organisations rarely arrives as a brown envelope. It arrives as a supplier who is also a cousin, a customary festive hamper that lands during tender evaluation, a sponsored trip described as a site visit, or a facilitation payment framed as the only way to clear goods at the port. Participants work through the grey cases rather than the obvious ones, learn the declare and recuse discipline, and leave knowing which form to fill in and which channel to use.

The declare, record, recuse and monitor sequence, and what a manager is obliged to do the moment a declaration lands on their desk.

Where the line sits between a courtesy and an inducement: timing relative to a live decision, value, frequency, transparency, and whether it would survive being published. Facilitation Payments, Intermediaries and Third Parties
Why facilitation payments are simply bribes under Malaysian law regardless of how routine they feel, and how to handle the situations where one is expected. The third-party exposure that Section 17A actually targets: agents, consultants, freight forwarders, distributors and joint venture partners acting on your behalf. Red flags in due diligence, commission structures with no commercial logic, and the contractual and audit rights that keep a third party from becoming your liability.

Where integrity risk concentrates in normal work: specification writing that favours one bidder, vendor selection, direct negotiation and emergency purchase justifications, variation orders, invoice approval and expense claims. Handling pressure from a superior, a client or an official, and what to do when the instruction comes from someone senior enough to end the conversation.
